<p>“Evrodijalog” is a bi-annual publication of CRPRC Studiorum. The journal aims to promote objective, critical and analytical thinking on issues related to accession and membership in the European Union. For this issue of “Evrodijalog”, we encourage authors to submit articles looking into national human rights institutions, their models and the institutional reforms shaping them. (The submitted academic articles can also look at the existing institutional framework for protection of human rights and/or recommendations for possible reforms of the later, in the case of Macedonia, the region, and/or wider, both as a case study, or comparatively).</p>
<p>“Evrodijalog” will also make space for the standard topic, notably  EU issues in the fields of law, economy, public administration, international relations, political sciences, communication, new technologies and the society, energy issue, environment, health, and all other relevant fields, giving priority to research topics directly relevant from the perspective of the Copenhagen criteria and focused on analysis and case studies regarding the needs and requirements derived from the EU acquis unionaire.</p>
<p>The selected articles will be published in the 16<sup>th</sup> edition of “Evrodijalog,” which will be published digital format on CD, in Macedonian and English language. Besides the CD, the journal will be published in both<br />
languages in electronic form at the “Evrodijalog” web site.</p>
<p><strong>Instructions for authors: </strong></p>
<p>1. The manuscript should be 10 to 15 pages long (4500-6000 words; checked with word count). The manuscript should be submitted in electronic form to the e-mail address: <a href="mailto:evrodijalog@studiorum.org.mk">evrodijalog@studiorum.org.mk</a>.</p>
<p>2. The manuscript should be typed in Word (any version), without further adjustments (automatic numbering, indenting every paragraph etc.). The tables and graphs should be formatted as plainly as possible.</p>
<p>3. The manuscript should include:</p>
<ul>
<li>Name and surname of the author and title;</li>
<li>Title of the paper and subtitles (if applicable);</li>
<li>Short biography of the author (1 sentence);</li>
<li>Summary (abstract) in Macedonian (1/2 page, 150 words)  (for the texts submitted in English, translation of the English summary will be provided by CRPRC Studiorum);</li>
<li>Summary (abstract) in  English (1/2 page, 150 words); and</li>
<li>Bibliography.</li>
</ul>
<p>4. Language editing and proofreading will be provided by the editorial staff of Evrodijalog, with author’s final approval.</p>
<p>5. Citation of the literature should be in compliance with the unified MLA style, as shown in the following examples:</p>

			<content:encoded><![CDATA[<p><a href="http://csonet.org/index.php?menu=80" target="_blank">The Committee on Non-Governmental Organizations</a>, which is a permanent committee of the UN Economic and Social Council, announced its recommendation in a public announcement on 17th May 2011 for granting <a href="http://www.un.org/News/Press/docs/2011/ecosoc6477.doc.htm" target="_blank">Special consultative status</a> to 9 organizations, among which was the Center for Regional Policy Research and Cooperation &#8220;Studiorum&#8221;. This was later also confirmed in the <a href="http://csonet.org/content/documents/e201132partii.pdf" target="_blank">Committee&#8217;s report</a> on the work on the extended session of the Committee in May 2011, in which 144 organizations were granted a recommendation for Special consultative status.<span id="more-827"></span></p>
<p>Recently the application was also accepted by the Economic and Social Council and CRPRC Studiorum were included in the list of organizations with Special consultative status.</p>
<p><a href="http://csonet.org/index.php?menu=30" target="_blank">Special consultative status</a> is granted to non-governmental organizations which specialize and work with at least part of the issues covered by the work of the Economic and Social Council. Hence, the organization itself has the opportunity, with its experience and knowledge, to contribute to certain aspects of the work of the UN, as well as a better access to various mechanisms of the UN.</p>
<p>Currently there are 2 406 organizations worldwide, which were granted Special consultative status, 13 of which are from Macedonia.</p>

<h3>The Fifteenth edition of the Journal for European Issues “Evrodijalog”</h3>
<p><span style="color: #ff0000;">Deadline for submitting articles: 10 November 2011.</span></p>
<p>“Evrodijalog” is a bi-annual publication of CRPRC Studiorum. The journal aims to promote objective, critical and analytical thinking on issues related to accession and membership in the European Union.<span id="more-820"></span>For this issue of “Evrodijalog”, we encourage authors to submit articles where they can express their creativity in a wide range of topics related to different aspects of the Macedonian approximation towards European Union, and the perspectives of that national project for joining the EU. The authors are not limited on some specific title and have freedom in the selection for the topics of their papers.<br />
However, the topics should be in the range of questions related to EU issues in the fields of law, economy, public administration, international relations, political sciences, communication, new technologies and the society, energy issue, environment, health, and all other relevant fields, giving priority to research topics directly relevant from the perspective of the Copenhagen criteria and focused on analysis and case studies regarding the needs and requirements derived from the EU acquis communitaire.<br />
The selected articles will be published in the fifteenth edition of “Evrodijalog”, which will be published in digital form on CD, in Macedonian and English language. CRPRC Studiorum will secure translation of the articles, as needed. The electronic edition of “Evrodijalog” will also contain all articles in Macedonian and in English language.</p>

<p>Целта на настанот е да се дискутира за положбата на помалите етнички заедници во Република Македонија со помош на излагањата на претставници и претставнички од релевантни државни институции и агенции, граѓански организации, академската заедница. Завршниот дел од настанот ќе биде посветен на значењето на општествено-ангажираната уметност за Човековите права. По првичното отворање на настанот со презентација на бројот 14 од Списанието за европски прашања „Евродијалог“ кое е посветено на малцинските прашања, следува сесија за размена на искуства преку дискусии во два панели со претставници и претставнички од државните институции и агенции и од граѓанските организации. По ова следува сесија посветена на општествено-ангажираната уметност, на која ќе има излагања за општествено-ангажираната уметност со посебен осврт на значењето на документарците за Човекови права. Како дел од оваа сесија, а за заокружување на настанот, ќе настапат „Фолтин“ – псевдо-емигрантско кабаре.</p>

			<content:encoded><![CDATA[<p>The Legal analysis of HIV/AIDS legislation in the Republic of Macedonia from human rights perspective was presented in Skopje on May 16, 2011.</p>
<p><span id="more-809"></span></p>
<p>This independent review of the legislation was conducted by a group of experts throughout 2009-2010, and is supported by the United Nations and the UN Theme Group on HIV/AIDS in the Republic of Macedonia.</p>
<p>The report analyses how the current national legislation addresses the concerns of people living or vulnerable to HIV from a human rights perspective, including their access to health care, social and health services, education, employment, legal protection as well as respect and protection of their privacy and confidentiality. The report provides comparative analysis of the national legislation with the international standards in this area and recommends legal amendments to overcome the existing gaps.</p>
<p>One of the recommendations of this analysis is that the domestic legislation needs to be in compliance with international standards, especially with the current interpretation of the right to health, as well as to protect the right to access to and availability of HIV prevention, right to privacy, right to nondiscrimination etc.</p>
<p>In addition, it is recommended that the Government should delegate some of its responsibilities (for example, addressinglegal and ethical issues) to thenewly established Commission for Protection Against Discrimination.</p>
<p>Key recommendation in this analysis is effective and efficient implementation of the Law on Prevention and Protection Against Discrimination, and that the relevantprovisions of the Criminal Code be implemented with due diligence to avoid possible violationsof the rights of people living with HIV/AIDS, as well as wider implementation of programs for which is proven to reduce HIV transmission and at the same time protect the rights of people living with HIV and people that are HIV-negative.</p>
