Many interrelated processes characterize the path of Slovenia on its way from former Yugoslav republic to EU member state. Processes similar to great extent have been characteristic for Republic of Macedonia, too. The author explains those processes in more details, especially referring to the creation of own state, political and economic transition, europeization and globalization. Through his speech, the author is sending a message and recommendations for the other countries of the Former Yugoslavia, for their faster adjustment for life in the EU and NATO. Since, according to him, all of the former Yugoslav republics have had same starting possibilities, but they have all went by different routes. The Solvenian as a successful one, can serve as an experience for the others.

BENEFITS AND COSTS FOR REPUBLIC OF MACEDONIA

The author of this paper deals with the economic benefits and costs of association and future accession of the Republic of Macedonia to the European Union. Contrary to the popular view, according to which, the adhesion to the EU brings only benefits, the author emphasizes several groups of considerable costs. He analyses the benefits, as well. Having in mind the different time patterns of the costs and the benefits, the positive net-effects might be expected only after the adhesion to the Union. Nevertheless, due to the huge costs of non-joining the Union, it seems that there is no viable economic alternative to doubling the efforts in order to become a member of the Union as soon as possible.

THE NOUVELLE ON PENAL CODE OF 2004 - ONE MORE STEP
TOWARDS MODERN EUROPEAN PENAL LEGISLATION

The author of this article is presenting and analyzing the most significant changes and amendments to the Penal Code of the Republic of Macedonia, made in the most recent Nouvelle enacted in March 2004.
Since there are numerous changes, this article has been divided into two parts. Part one overviews the changes of and amendments to the general part of the Penal Code, whereas the second part outlines the changes related to the special part.
General observationof the author is that this (so far lergest) Nouvelle of the Penal Code, is an overall successful legislative move, since among other, it represents a big step towards the harmonization of the Macedonian penal legislation with the modern European penal legislation.

REDUCTION OF RECIDIVISM RATES
IN THE COUNTRIES OF EU AND THE COMMONWEALTH

This essay analyses the effectiveness of the skills training programs in reducing recidivism rates, which are implemented in the EU countries as well as in the countries of the Commonwealth - the "cognitive behavioural skills" training progrms that contributed to the revival of confidence in rehabilitation in the 1990s.
The conclusion that was revealed from a number of meta-analyses on offender treatment conducted in Canada and Britain and also parts of the USA, was that the treatment of offenders can have a small but significant effect in terms of reducing recidivism, if programs are properly conducted in prison or in the community.
At the very end, the author stresses out that treatment will never elimiante crime, but an effective work with offenders can reduce the human and financial cost of victimization, or in other words, if benefits outweight cost, then the effort is surely worthwhile.

FUNCTIONING OF THE EUROPEAN OMBUDSMAN

Ombudsman is a very renowned democratic institution in the world, and it’s characteristic for most countries that have or tend to have developed democracy. In this article, the author considers some of the basic characteristics of the European Ombudsman in order to profile this institution. The European Ombudsman is one of the legal instruments eminent to the European standards - an institution for protection of the human rights and freedoms. With the accession of the Republic of Macedonia into the EU, Macedonian citizens will have full access to another mechanism and instrument for protection of human rights and freedoms, based on European standards.

REPUBLIC OF MACEDONIA AND THE EUROPEAN ADMINISTRATIVE SPACE

The purpose of this paper is to assess the capacity of the Republic of Macedonia to achieve one its fundamental objectives – EU accession and more specifically, reforming its public administration system. Here, the main focus is on the hypothetical question: Is the Government of the Republic of Macedonia capable in responding to the requirements of the EU in adopting and implementing the principles of the European Administrative Space (EAS)? Given that the concept of the EAS is based on non-binding principles, it remains a mystery whether the Republic of Macedonia can follow the rules and patterns that have served as a guideline for many other candidate countries in the process of their system transformation and EU accession.

PROPERTY TRANSFORMATION OF PUBLIC UTILITITES –
BASIS FOR PRIVATIZATION OF THE PUBLIC SECTOR
IN THE REPUBLIC OF MACEDONIA

Privatization is very important process, which is going on in different segments of social living. Privatization of non-economic, i.e. public sector is different from the privatization of the economic one. In the Republic of Macedonia, in the economic sector there are more Laws, which allow privatization, and opposite, in the non-economic sector, some partial Laws are enacted, and General Law isn’t adopted. Therefore, there’s a need for adaption of Law for utilities in the Republic of Macedonia, which, in uniform way will regulate all the questions related to process, ways through appropriate models, as a very important question.
Through the implementation of this process, wider societal consensus is essential, which will allow easier implementation of this serious process.

LOCAL SELF-GOVERNMENT AND THE CHALLENGE OF DECENTRALIZATION

The systemt of local selfgovernment in the Republic of Macedonia is in the process of reforms. The decentralization is recognized as one of the most important political agendas that Government of Macedonia is faced with, with increased need for its implementation, both in international and local context.
Besides the quantum of interesting data and findings, the authors of this article are giving a general overview of the local government and the current progress of the decentralization, analysis of the functioning from the aspect of authorities and financing, and finally - pointing the major directions and perspectives of the decetralization in the local selfgovernments in the Republic of Macedonia.

THE SOCIO-ECONOMIC PATH OF REPUBLIC OF MACEDONIA
TO THE STATUS OF ASSOCIATE MEMBER OF EU

The secret of the economic and social funcioning of one society is hidden in the model of SOCIAL POLICY. On this model depends how one government will deal with the menagement of the unemployed workers, and with their motivation to keep looking for a job by helping them to stay in shape with training, vocational guidance and active social policies which include active involvment of the government to help the unemployed due to the rapid changes in the world. Creation of positive business climate in the state is very important for the penetration of the foreign and also domestic investments and further development of free enterpreneurship. The government cannot employ people but can do a lot to indirectly help them get a job.
The old left and old right parties were both doing the same mistake with the menagement in the public sphere: first by to much interference that suffocated the businesses in private sector and enterpreneurship, the second by not doing anything to help the people cought by the negataive influences of the free markets, like the unemployment. The secret is in the Third Way model of social policy that always is always trying to keep balance between the two of them. That is the EUROPEAN MODEL.
