The Policy Documentation Center (PDC)
![]() |
The Policy Documentation Center (PDC) is an archive of public policy materials from central and eastern Europe and the former Soviet Union. Since the early 1990s, the civil sector has played an increasingly important role in public policy making. Many countries now have significant numbers of think tanks that carry out policy research, analysis and advocacy. In some countries, the academic community has become more involved in applied research and, in almost all, non-governmental organizations have tried to inform and influence public debates. This library contains many of their briefings, commentaries, proposals, and reports. It is not limited to any one subject; the aim of the PDC is to reflect the diversity of past and present policy debates in the former socialist countries. |

Active Citizenship Network (ACN)
![]() |
Active Citizenship Network (ACN) officially began in December of 2001 as the European and international branch of the Italian citizen movement, Cittadinanzattiva (Active Citizenship). Its mission is to promote and support the construction of a European citizenship as an “active citizenship” meaning the exercise of powers and responsibilities of citizens in policy making. This recognizes the prior role of national and local citizens’ organizations and their strengthening as participants in policy making. It also requires an enrichment of the concept of subsidiarity in the European Union to include the relationship between institutions and citizens, in order that institutions favor the free initiative of citizens, both as individuals and as organizations, in carrying out activities directed to the common interest. |
